## Summary

The Ministry of Justice has completed the procurement process for a new generator installation at HMP Low Newton, as part of contract number BPRN 570/22/7684. This project, categorised under prison building construction work (CPV: 45216113), addresses the replacement of an obsolete 500 kVA standby generator to ensure site stability during power outages. The awarded contract was valued at £3,000,000 GBP and was part of a selective, call-off from a framework agreement. The procurement followed a Design and Build approach under the PPC2000 (Amended 2013) form of contract, with the first stage involving pre-construction surveys and design services worth £267,141. Important dates include the tender period closing on 22nd January 2024 and the contract running from 20th June 2024 to 31st December 2024. The project location is primarily in Durham (postal code DH1 5YA), with potential broader geographical relevance across the United Kingdom and other territories.

This tender presents significant opportunities for companies specialising in power generation, electrical installations, and construction management, particularly those capable of executing complex infrastructure upgrades. Large construction firms with experience in delivering critical power infrastructure in institutional settings are particularly well-suited for such projects. The procurement has already been awarded to Wates Construction Ltd, indicating potential subcontracting opportunities for smaller businesses in allied sectors. Businesses involved could leverage this project to enhance their portfolio, demonstrate compliance with stringent standards, and gain further contracts within the public sector.

## Notice

The main objective for this project is to install a new generator, located in an outside compound area. The existing establishment 500 kVA Standby Generator (containerised) has been identified as obsolete and beyond life expectancy. This creates a risk to site stability in the event of a power outage. A temporarily hired Generator is providing backup. The replacement and upgrade work to the Standby Generator replacement is required to be conducted in compliance with Standby Generators Standard Number: STD/E/SPEC/017 Rev 06. A constructor has been appointed for the design and build of the project. This is a two stage Design and Build Contract let under the PPC2000 (Amended 2013) Form of contract. The original estimated value of the contract was calculated by MOJ, and its Cost Consultants following desktop and non-intrusive surveys and was based on information reasonably known at the time and arrived at via a thorough and appropriate methodology. The first stage will involve the constructor providing Pre-construction surveys and design services at a cost of PS267,141.
