## Summary

Hampshire County Council is replacing its application delivery controller (ADC) and load-balancing technology. The purchase covers hardware and the design, build and migration of services to the new solution. Load balancers are to operate across two data centres, configured for production and continuity, with a test environment on the council’s existing virtualisation platform. The solution is intended to keep services operational and accessible if equipment fails or is disrupted. This is a computer hardware and supplies requirement, delivered for the council in Winchester. The contract also includes support and maintenance of the load-balancing and ADC solution.

The procurement is complete and has been awarded to XMA Limited. The award was made on 25 August 2026, with the contract running from 4 September 2026 to 3 September 2031. The awarded value is £160,000. Hampshire County Council used a selective process through a call-off from the Government Commercial Agency Technology Products and Associated Services 2 framework, Lot 1. The requirement was advertised with a submission deadline of 18 August 2026. The procurement was not divided into separate lots in the published details. The published evaluation basis and detailed participation requirements are not stated.

This award shows demand from Hampshire County Council for replacement load-balancing and application delivery hardware, alongside the design, build and migration needed to put it into service. A credible competitor for the next requirement would need to supply enterprise load balancers and ADCs, integrate them across two data centres for production and continuity, and support a test environment on the council’s virtualisation platform. Capability in high-availability configuration and service migration would be relevant, as would the capacity to maintain the solution and help keep council services accessible during failures or disruption. The contract was placed through a technology-products framework call-off, so suppliers seeking comparable work with this buyer would need a route to compete through the relevant framework arrangement. SMEs were considered suitable for the procurement.

## Notice

The existing contract for the support and maintenance of Load Balancers and Application Delivery Controllers (ADCs) is due to expire in May 2027. HCC is looking to replace it's current application delivery controller (ADC) technology. This project will purchase hardware, and subsequently design, build and migrate services over to the new solution. The hardware load balancers will be configured in both data centres as production and continuity environments. Additionally, our test environment will be hosted on our current hypervisor virtualization technology. All load balancers will be configured in a High Availability state to ensure services remain operational and accessible even with failures of disruptions. Additional information: This requirement was procured using the GCA Technology Products and Associated Services 2 Framework - Lot 1
