It has been described as the new narcotics and is attracting serious and organised criminal gangs due to its lucrative nature and favourable enforcement regime (compared to other illicit trades such as drugs) To establish which interventions work best the EA needs a measure of waste crime that is de-coupled from its enforcement effort, and eliminates (as far as possible) the 'dark figure'. The measure also needs to have more 'granularity' than the macro-economic estimates of hundreds of millions of pounds.
