## Summary

The Security Industry Authority (SIA) is currently in the planning stage for a procurement process titled "SIA 937 - Regulatory Legal Advice". The process involves seeking legal services to review future statutory guidance under the Terrorism (Protection of Premises) Act 2025. The contract falls under the legal services industry, identified by CPV code 79100000. The procurement is being managed from London, England, with Jodie Cox serving as the contact person. Interested parties are expected to submit their expressions of interest by 18th November 2025, marking the end date for initial engagement. The aim is to find a legal adviser capable of analysing risks and advising on necessary changes to statutory guidance, specifically in the context of Martyn's Law.

This tender presents a significant opportunity for law firms, especially those with experience in regulatory legal challenges, statutory guidance drafting, and advising government bodies. Firms with capabilities to support the SIA in identifying potential legal risks and defensive strategies will find this opportunity particularly promising. The procurement method is engagement-focused, and it is open to small and medium enterprises (SMEs) as well as voluntary, community, and social enterprises (VCSE), thus encouraging diverse participation. Solicitors with specialised regulatory teams are ideally positioned to provide the necessary expertise and support for this contract, making it a viable avenue for growth and expansion within the public sector legal advisory domain.

## Notice

We are seeking to arrange a legal review of future statutory guidance on how the SIA will exercise its functions and powers as the regulator of Martyn's Law. As we are required to produce this guidance under section 12(2)(a) of the Terrorism (Protection of Premises) Act 2025, interested parties must be conversant with this Act. The purpose of the review is (i) to identify aspects of the draft guidance that may expose the SIA to avoidable legal or other risks, particularly in terms of potential challenges (on procedural or other grounds) to our regulatory decisions, and (ii) to recommend drafting changes or other steps to manage such risk. We are therefore seeking a legal adviser who can demonstrate experience of: * successfully bringing and/or defending legal challenges to regulatory decisions on procedural and other grounds, and * advising government or regulatory bodies on the drafting of statutory guidance on regulatory powers and procedures. We expect that a firm of solicitors with a specialist regulatory or similar team is a likely source of this advice. The review may also include a requirement for advice on any post-consultation drafting changes. Additional information: Please submit Expressions of Interest, via email, to Jodie.cox@sia.gov.uk
