## Summary

Norfolk County Council is currently in the planning stage of a procurement process titled "Requirement for residential beds for adults to support hospital discharge." This initiative aims to commission Winter Capacity Beds to assist in hospital discharges, particularly during the winter months, across the East of England. Interested providers have until 29 January 2021 to express their interest in this opportunity. The procurement will focus on services classified under social work services with accommodation, and bids will be coordinated through Norfolk County Council's Brokerage Service.

This tender presents a significant opportunity for businesses involved in healthcare, particularly those offering residential care services. Small and medium-sized enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs) that can demonstrate CQC registration and flexibility in service provision are particularly well-suited to compete. By offering innovative solutions for short-term care arrangements, bidders can contribute to improving patient flow from hospitals while also expanding their service capabilities in a critical sector.

## Notice

Short description/synopsis: Norfolk County Council (NCC) is seeking to commission a number of Winter Capacity Beds (Residential) to support hospital discharges during the winter period. During the Winter period, additional beds are required to support hospital discharges and to alleviate pressures to ensure there is available bed capacity in hospital settings. NCC is seeking expressions of interest from providers who have capacity in the market and who could offer flexible and innovative solutions to providing additional capacity. We wish to commission bed provision across Norfolk, to support all three Norfolk acute hospital systems. Description of the procurement: NCC wish to engage with providers who could offer Winter Capacity Beds using flexibility and innovation as appropriate, to provide a service to individuals discharged from hospital, who require a short term period of care and further assessment. As NCC is seeking to commission additional Short Term Bed capacity, providers will need to be appropriately CQC registered. If a provider can provide Enhanced provision, they will need to be appropriately CQC registered for Dementia. The vast majority of referrals into these beds would be to support hospital discharges. However, some individuals may require urgent/unplanned respite. NCC will support to facilitate the Discharge Process into residential settings, to help ensure admissions can take place quickly once identified and a dedicated operational team is in place to support individuals to move on from short term beds. Contract Requirements 1. All referrals to Winter Capacity beds will be made through NCC's Brokerage Service. 2. Providers must be able to support quick hospital discharge. 3. Winter Capacity beds will only be commissioned until 31 March 2021 unless an extension period is agreed by both parties. 4. Additional requirement - NCC are also seeking to commission bed based provision to support individuals who are COVID 19 positive. If you would be interested in the above opportunity and have availability within your service, please contact integratedcommissioners@norfolk.gov.uk (stating 'FAO Accommodation Commissioning Team' in the subject line) to ask further questions/to submit an expression of interest as soon as possible. A commissioner will follow up a detailed conversation with you. Thank you for your interest. Accommodation Commissioning Team, Adult Social Care, Norfolk County Council. Additional information: Please note the additional requirement for bed based provision to support individuals who are Covid 19 positive.
