## Summary

The procurement process for the project titled "AD PTSI 21/22," initiated by Highways England, involves services related to post tension bridge design and inspection within the United Kingdom. This contract, classified under research and development services, has a total value of £51,625.30 and falls under the selective procurement method, specifically a call-off from a framework agreement. The tender period concluded on 8 September 2021, while the contract commenced on 2 November 2021 and is set to end on 31 March 2022. The delivery addresses for the project are located in London, covering various bridges identified based on Highways England policy document CS 465.

This tender presents significant opportunities for businesses specialising in engineering, construction, and consultancy services, particularly those with expertise in structural inspections and risk assessments. Small and medium-sized enterprises (SMEs) may find this procurement especially accessible, given its suitability for smaller contractors. Businesses capable of conducting detailed investigations and producing comprehensive risk management reports will be well-positioned to compete, facilitating their growth within a crucial area of public infrastructure maintenance.

## Notice

Post tension bridge design is recognised as having critical components, such as cables and anchors, that are hidden from view by maintainers. These components have a brittle mode of failure and so loss of strength can be instant, so it's important that these hidden details are investigated for safety reasons and where possible, monitored. This task centres on the investigation of a number of bridges with post tension design located in Area 10. The bridges included have been prioritised based on HE policy document CS 465. HE conducted an exercise which conclude in March 2021 which identified the priority of PTSI structures through structures rankings. Out of that priority list some structures were identified as being due for a PBI in 2021/22 which will be carried out by HE's Structures Inspection Contractor, Up and Under (U&U, see Section 525.1). These PBIs will cover any PTSI defects. Based on these PBI findings and the desktop study from this task, the successful SPATS contractor is required to produce: o a combined Risk Review, o a Risk Assessment and o Risk Management Plan report in accordance with CS465.
