## Summary

Amey Defence Services Limited is planning to procure terrestrial laser-scanning surveys of Defence Housing Service properties in the Central and North regions. The work covers internal and external areas of each property, including attached outbuildings and the full external envelope within the property boundary. Suppliers will capture colour point-cloud data and 360-degree photospheres, register and clean the scan data, redact personal or sensitive imagery, and upload the deliverables to the Authority’s platform. The procurement is at planning stage: Amey has set out its intention to procure, but there is no invitation to tender at this stage. The buyer expects to use an open procedure below the threshold. The anticipated contract period is 1 April 2027 to 31 March 2028. The estimated procurement value is £10,000 to £113,000, while the stated budget for 2027/28 is £4.5 million; these figures describe different aspects of the process and should not be treated as interchangeable. A future notice is expected on 13 November 2026. The requirement is described as covering the Central and North regions, with delivery across areas of England, Scotland, Wales and Northern Ireland. This work is suited to surveying and geospatial firms able to deploy terrestrial laser-scanning equipment across a geographically broad housing portfolio and manage the resulting data through to platform upload. The specification calls for a Leica RTC360 scanner or equivalent, capability in producing colourised point clouds and 360-degree photospheres, and skills in data registration, cleaning and image redaction. Suppliers should be prepared to meet Ministry of Defence security requirements and pass a pre-qualification questionnaire. Verified Constructionline Gold membership is essential for subcontractors or consultants seeking to express interest, and successful suppliers will need to accept Amey’s terms and conditions. The work may suit SMEs with the technical resources and operational reach to survey properties throughout the Central and North regions; asset itemisation and photography are outside this scope.

Central Region - East / West / East Midlands & North North Region - Northern England / Scotland / Northern Ireland Scope This requirement sets the technical specification for point cloud surveys of the internal and external areas of Defence Housing Service (DHS) assets, and for delivery of the scan data to the Authority's Platform. Asset itemisation and photography, item 3 of version 1, is outside the scope of this version and is procured under separate commercial arrangements. Requirement references R13 and R14 are reserved for it. Amey have been tasked by the DIO through the FDIS to deliver the Regional Accommodation Maintenance Service for the Central and North Regions. This notice is a call for competition and there may not be a further notice related to this opportunity. If successful the subcontractor will need to pass a PQQ, sign up to Amey Terms and Conditions, and meet the MoD Security Requirements. This future opportunity notice is for Expressions of Interest, BY EMAIL ONLY. Colourised point cloud survey of the internal and external areas of each asset, including 360deg photospheres, using a Leica RTC360 or equivalent static terrestrial laser scanner. External capture means the full external envelope of the dwelling and any attached outbuilding, captured from within the property's curtilage, including front and rear elevations. 2. Registration and cleaning of the captured point cloud data. 3. Redaction of personal and sensitive content in the imagery before delivery, in accordance with clause 10.3. 4. Upload of the deliverables to the Authority's Platform, to the location and using the credentials the Platform Provider issues.
