## Summary

The procurement process involves the Higher Education Funding Council for England (HEFCE), seeking proposals for the development of an assessment template to monitor compliance with open access (OA) funder policies. This project is classified under research and development services and is located in Stoke Gifford, South Gloucestershire, United Kingdom. Currently in the Tender stage, the open procedure for submissions is set to close on 28th March 2017. The contract is anticipated to commence on 10th April 2017 and will last until 28th July 2017, with a potential contract value of £25,000, aimed at obtaining quantitative data on OA compliance from higher education institutions.

This tender presents an opportunity for businesses involved in consultancy and research services, particularly those specialising in open access compliance and higher education sectors. Companies that develop data collection frameworks or possess expertise in assessing sector compliance will be well-suited to compete. The project not only aims to foster improvements within the academic sector but also offers a chance for growth to those innovators and consultancies ready to provide insightful solutions to complex compliance challenges.

## Notice

HEFCE, RCUK, Jisc and Wellcome require an understanding of how the higher education sector is progressing towards OA compliance in relation to funder policies. We require further understanding of the tools and systems being utilised by HEIs to fulfil OA compliance needs. We require a contractor to work with HEFCE, RCUK, Jisc, Wellcome and the HE sector to develop a method to collect appropriate quantitative data on HEI compliance. This must not be unduly burdensome for the institutions to complete and should draw upon existing mechanisms and data where possible. Further detail on the tender requirements can be found in the specification section below. We anticipate that the eventual data collection will be in the form of an assessment framework (survey) which HEFCE, RCUK, Jisc and Wellcome will deliver in summer 2017. The assessment framework will be used to gather an understanding of the extent of HEI compliance towards OA. This information will be used for policy implementation and HE sector benchmark purposes. We also expect this project to inform us of the challenges HEIs face when complying with the OA agenda and this intelligence will be used in future system development Additional information: Is a Recurrent Procurement Type? : No
