## Summary

The procurement process for the "PS24268 - RAF019/2425 - Streamlined Energy and Carbon Reporting Framework Evaluation" has been awarded by the Department for Energy Security and Net Zero (DESNZ) based in Swindon, England. This initiative focuses on research and development services, specifically evaluating the Streamlined Energy and Carbon Reporting (SECR) regulations. The procurement was conducted through a selective method as a call-off from a dynamic purchasing system, with an anticipated contract period from 8th January 2025 to 31st October 2025. This process concluded with ICF Consulting Services Ltd being awarded the contract valued at £266,130.60. The tendering phase ended on 2nd December 2024.

This tender represents an excellent opportunity for service-based businesses specialising in research and development, environmental consultancy, and policy evaluation. Companies possessing expertise in energy efficiency and carbon management stand to benefit significantly. Although the opportunity was awarded to an SME, it highlights the government's commitment to supporting smaller enterprises and suggests that future tenders of a similar nature could provide lucrative avenues for small to medium-sized firms with relevant capabilities. Engaging in these government projects not only fosters business growth but also contributes to enhancing the environmental policy framework in the UK and beyond.

## Notice

***** THIS IS AN AWARD NOTICE, NOT A CALL FOR COMPETITION ***** This procurement is being concluded following a mini competition under the CCS Research & Insights RM6126 DPS . Brief Description of Requirement This contract involves the impact and economic evaluation of the Streamlined Energy and Carbon Reporting (SECR) regulations which were launched in April 2019. The evaluation will determine the policy recommendation for SECR, as part of the statutory review of the policy. The secondary aim of the evaluation is to strengthen evidence on the extent to which disclosure drives energy efficiency and decarbonisation actions, and provide learning on the broader EE reporting landscape, and identify how it can be optimised and or streamlined to maximise policy objectives. The evaluation should be delivered in two phases. Phase 1 will cover the refinement of the SECR theory of change, evaluation questions, and explore data availability and feasibility of evaluation methods to assess the policy impacts. As part of this phase, we envisage a focused piece of stakeholder insight research to inform the design of the evaluation materials and situate the policy within the wider EE reporting landscape. Phase 2 will cover the delivery of the evaluation, addressing the evaluation questions, undertaking fieldwork, and synthesising and reporting the evidence gathered as part of the impact and economic evaluation of SECR.
