## Summary

The Sheffield City Council is initiating a planned tender for "Substance Misuse Services - Soft Market Test," which falls under the health and social work services category. This procurement process is currently in the planning stage, with the contract period set to commence on 1st April 2020 and concluding on 2nd April 2020. The services will be delivered across the Yorkshire and the Humber region in the United Kingdom. A future notice regarding this procurement is expected to be released on 2nd September 2019, allowing interested parties to prepare accordingly.

This tender presents significant opportunities for businesses focused on health and social care, particularly those that specialize in substance misuse treatment and support services. Small and medium-sized enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs) will find this tender particularly suitable, as they can offer innovative, flexible solutions that align with the strategic goals of Sheffield City Council. Those with expertise in providing comprehensive support for individuals with substance use disorders will be best positioned to compete effectively for this contract.

## Notice

The outcome focussed Sheffield substance misuse service/s will support individuals with substance use disorders to reduce harm to themselves and others, achieve positive outcomes and lead lives free of problematic substance use. Stepped interventions will be provided in line with best practice guidance in order to offer individuals interventions which best suit their substance use disorder at the point of entry to treatment, and will be reviewed regularly. Transition from one element of the service/s to another should appear seamless. The service/s will work closely and constructively with stakeholder organisations delivering services to the same individuals to minimise duplication. The provider should utilise a routine method of collecting service user feedback. Due to ongoing developments both nationally and locally in substance misuse policy the service must be flexible and responsive to emergent trends in the field and to be able to operationalise responses quickly. The service will be a key partner in Sheffield in responding to the needs of the people using substances, and will help to deliver the two citywide strategies - 'Sheffield Alcohol Strategy 2016-2020' and 'Sheffield Drug Strategy 2018-2022'. These strategies are available to read online at www.sheffielddact.org.uk.
