## Summary

The Home Office, located in London, recently completed a procurement for the development of knife detection systems under the title "Knife detection phase 2 - Toshiba." This initiative falls under the research and experimental development services category, with a focus on security technology enhancements. The procurement method utilised was an innovation contract, with the contract awarded to Toshiba Europe Limited for a total of £498,782. The project's contract period commenced on 10th October 2025 and is set to conclude on 31st August 2026. The systems developed are intended to be used by police forces across the United Kingdom, with delivery specified to London.

This tender presents significant opportunities for businesses engaged in technological and security solutions development, particularly those specialising in hardware and software capable of detecting concealed weapons. Small and medium-sized enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs) were considered suitable for this procurement, highlighting a favourable environment for smaller firms aiming to collaborate with government entities. Companies with innovations in portable and fixed scanning systems that can operate at the specified ranges would find this procurement an ideal avenue for growth and partnership with law enforcement agencies.

## Notice

7.1. The aim of the competition is to develop systems capable of automatically detecting knives concealed on a person, at a distance, to be used by police forces. The systems must be able to detect knives in the presence of commonly carried items, including but not limited to keys, wallets, mobile phones, and tablets. Systems can either be fixed during operation and capable of scanning a defined area (region) of space containing one or more subjects, or capable of being carried and operated by a single police officer for at least the duration of a shift (8 hours). A fixed system should ideally work at a distance of at least 2m to 6m, while a body-worn or handheld system should work at a distance of at least approximately 2m. The Home Office is prepared to fund the further development of systems to meet these requirements, even if their detection range currently falls outside of these distances.
