## Summary

The Health & Safety Executive is seeking to award a contract titled "Provision of support to GDA for the UK HPR1000 on OPEX/OEF relating to design for decommissioning." This procurement process falls under the research and development services industry category and is currently in the award stage. The awarded contract, amounting to £110,209.37, will take effect from 13 May 2019 to 29 February 2020. The contract was awarded on 29 March 2019 after a selective procurement method via a call-off from a framework agreement. Key procurement details include the absence of engagement with non-design aspects of decommissioning work, focusing primarily on good practices and operational experience related to design for decommissioning of Pressurised Water Reactors (PWRs).

This tender presents significant opportunities for businesses specialising in research and development services, particularly those with expertise in nuclear energy and decommissioning practices. Companies that have previously engaged with Technical Support Frameworks, particularly those that can demonstrate experience in managing the complexities surrounding PWR technology and design optimisations for decommissioning, will be well-suited to compete. The focus on minimising radioactive waste and contamination management also opens avenues for consultancy firms that specialise in environmental sustainability and safety protocols within the nuclear sector.

## Notice

ONR is seeking to engage one of the Technical Support Contractors (TSC) appointed on Lot 2 of its Technical Support Framework. The TSC is required to asked to undertake a review of the decommissioning of PWRs and other Nuclear Power Plants (NPPs), and the application of design for decommissioning, in order to identify good practices and OEF relevant to design for decommissioning of PWRs. The review should focus on collating and evaluating information on PWR designs with the greatest similarities to UK HPR1000. Review of OEF for plants other than NPPs should only be undertaken if considered relevant/potentially applicable to design for decommissioning of PWRs. The review should also address relevant work undertaken on design for decommissioning during the GDA of other reactor designs in the UK, namely the UK ABWR, UK EPR(tm) and AP1000(r). A key input into the review should also be the RP's own knowledge, skills, experience resources etc. in design for decommissioning and PWR technology. The scope of design for decommissioning should address: the minimisation of activation and contamination, physical controls to prevent the spread of contamination, features that facilitate decommissioning and reduce radiation doses to decommissioning workers SFAIRP in the future, and measures to minimise the generation of radioactive waste. The scope of the review excludes the design of nuclear fuel. ONR does not expect the review to address good practices and OEF relating to non-design aspects of decommissioning such as organisational design, operational and decommissioning practices, and decommissioning planning, which are outside the requested scope. The output of this work will be a written report setting out the good practices and OEF relating to design for decommissioning relevant to NPPs, with focus on PWRs, identified during the review. The report should provide an appropriate summary of the material considered, with clear references. The report should also contain the RP's own commentaries on the overall significance/importance of the OEF considered for a "new", modern PWR design such as the UK HPR1000.
