LOT 2: Extra Care Fellows Court: an extra care facility for over and under 65s, dementia, learning disabilities, mental health conditions and physical disabilities, sensory impairment, and substance misuse." The Council is procuring this Contract under the light touch regime and is adapting it to enable it to procure the services it requires. The Council reserves the right, subject to the provisions of the Public Contracts Regulations 2015 to change without notice the basis of any part of the procurement process or to cancel the procurement at any time and not proceed with the award of any contract at any stage of the procurement process. The Council has identified that the proposed service provision falls within the scope of "social and other specific services" set out within Schedule 3 of the Public Contracts Regulations 2015 (Regulations)). Consequently, the so-called Light Touch Regime will apply to this procurement. The Council is orientating this procurement towards an open procedure as described in Regulation 27 of the Regulations but using a "light touch" approach.
