## Summary

The West Midlands Combined Authority (WMCA) has issued a Framework Agreement for the Bus Demand Responsive Transport Network aimed at enhancing transport services across the West Midlands region. This procurement process is currently in the award stage, following the tender period which ended on 15 May 2020. The framework will run for a maximum of ten years from 1 July 2020 to 30 June 2030, focusing on the provision of high-frequency, demand-responsive transport solutions. The procurement is classified under the category of services, specifically the hire of buses and coaches with drivers, with an open procedure allowing flexibility in bidding for either or both of the two lots: a technology platform and an operating platform.

This tender presents significant growth opportunities, particularly for small and medium-sized enterprises (SMEs) and voluntary community sector enterprises (VCSEs) that can provide innovative technology solutions or operational services. Businesses that can integrate or improve transport technologies, offer fleet management services, or provide drivers and vehicles will find this framework especially relevant. The anticipated overall budget for this project is approximately £10 million, creating avenues for sustained partnerships and investments within the transport sector in the West Midlands.

## Notice

The West Midlands Combined Authority (WMCA) has established an intelligent Demand Responsive Transport (DRT) network Framework Agreement across the West Midlands area and suitable mini competitions will be undertaken when funding becomes available for various locations that may come online during the framework which is to be for a period of no longer than 10 years. This will afford the necessary investment in vehicles, staff and technology to take place in order to deliver the various potential DRT schemes. The solution needs to be high frequency and demand responsive, capable of integrating with the WMCA's Swift ticketing and operate on-demand plus pre-booked pick up and set down journeys in each area concerned. The Framework consists of 2 Lots as below: Lot 1 - technology platform Lot 2 - operating platform Please note that the anticipated maximum spend value of approximately PS10m is that expected for both Lots 1 and 2, however, this is not known for definite and may ultimately be higher or lower than this figure over the duration of the framework depending on the availability of suitable funding.
