## Summary

The procurement process titled "C20200461 - Adult Media Lives Research Programme" is being conducted by OFCOM, an authority based in London, UK. This tender falls under the industry category of market research services, with a total estimated contract value of £400,000 and a minimum value of £200,000. The procurement method is classified as selective using a restricted procedure, and the tender is currently in the active stage, with the deadline for submissions set for 2nd March 2020. The contract is expected to commence on 1st July 2020 for an initial period of 5 years, with potential extensions bringing the total duration to up to 10 years.

This tender presents significant opportunities for businesses focused on qualitative research services, particularly those capable of providing longitudinal ethnographic-style studies. Companies specialising in market research, especially small and medium-sized enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs), are well-suited to compete for this contract. The project aims to capture the evolving relationships of participants with digital media, thus providers with experience in qualitative methodologies and ability to engage diverse groups across the UK will be particularly advantageous.

## Notice

Ofcom has a requirement for the provision of longitudinal ethnographic-style qualitative research services among adults, for up to 10 years, with a contract and service commencement date effective from July 2020. We are aiming to extend the Adults' Media Lives project for 5 years initially with an option for 3 further extensions: 2 of 24 months and 1, final 1, of 12 months (i.e. a potential total of 10 years), with set up commencing in July 2020 and fieldwork running from October/November for each of the years 2020 to 2025 inclusive, or at a time that is suitable for Ofcom's reporting cycle. It is key that as much of the current sample is retained. The current panel consists of 19 participants from across the UK, including 2 in Northern Ireland and 2 each from Scotland and Wales (see the following slide for details of the current panel). Although the intention is to retain all current participants, if any participants drop out over time, the supplier would be expected to recruit a replacement. The methodology must be consistent with previous waves. That is, the research must comprise annual, in-home, in-depth video interviews around 90 minutes in length and be able to report using montages of participants' views. The research must allow for a continuation of tracking among the participants in terms of their evolving relationship with digital media - how it fits into their lives, what motivates them to adopt new technologies and learn new skills, their usage habits, levels of understanding, issues and concerns about digital media Additional information: The procurement documents are available for unrestricted and full direct access, free of charge, at: https://ofcom.bravosolution.co.uk
