## Summary

The Department for Environment, Food & Rural Affairs is conducting a procurement process titled "Environment Agency - Phosphorus stewardship in waste water management". This initiative falls under the services category, focusing primarily on research and development related to water management. Located in Solihull, England, the tender is currently in the planning stage, with submissions due no later than 09:00 on 9 October 2017. The total contract value is £20,000, and the contract period is set to begin on 27 October 2017 and conclude by the end of February 2018. This open procurement is seeking innovative solutions and approaches that have been successfully implemented in other countries.

This tender presents a significant opportunity for businesses specialising in environmental consultancy, particularly those with expertise in water management and phosphorus reduction strategies. Small and medium-sized enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs) are encouraged to apply, as there is an emphasis on suitable applications from these sectors. Companies capable of offering novel regulatory approaches or collaborating on economic and sustainability measures related to phosphorus stewardship will find a conducive market for their services within this procurement initiative.

## Notice

The objectives are to deliver, by the end of February 2018, a literature and desk based review of approaches to encouraging or requiring improved P stewardship in the water industry that are being used or trialled in other developed countries. The approaches considered should include regulatory and softer options and include novel approaches to the economics such as PES and natural capital accounting. In undertaking this review, assess the potential to successfully apply the various approaches within the UK, notably in the water sector. The review should therefore consider current practices of English water companies and how these might be improved, from a P stewardship perspective, in terms of P removal at STWs and the options for recycling and recovery of P for agricultural and other uses. Identify the scale at which options could apply, pros and cons of the options identified, and barriers to uptake of the options. To aid further communication of the results the contractor should provide a review paper on the work suitable for external publication by the end of the project plus a supporting presentation and slide pack to support internal and external communication by the end of the project. Additional information: To apply please respond to the attached Invitation to Quote and associated documents. Email your response to alwyn.hart@environment-agency.gov.uk. Tenders to be received no later than 09:00 on Monday 9 October.
