The objective of this framework ('the Framework') is to appoint a contractor to perform a coastal pollution clean-up role on behalf of the WCAs and a coastal pollution waste disposal service for the WDAs. The successful bidder must have the capability to provide: o 24 hour emergency spill response (to include oil pollution, inert or hazardous and noxious substances, wood etc); o Beach masters and clean up spill operatives; o Sampling and analysis; o Environmental site investigations; o Equipment and boom hire; o Mobile oil / water separators; o Remediation of contaminated sites; o Contingency planning; o Ability to design and facilitate a mobilisation and deployment exercise; o Access to waste disposal facilities; and o Pollution Response Training. (Together 'the Services') For the purposes of this procurement exercise, ESCC will act as the lead authority (the 'Lead Authority').
