## Summary

The National Archives (TNA) is inviting expressions of interest for a concession contract titled "Concession Contract - Licensing Opportunity - FO 65: The Russian Empire c.1781-1917 - Call for Expressions of Interest". This tender seeks partners to digitise and publish online records on Russian History, providing a commercial licence to publish digital images and associated metadata. The procurement process is in the tender stage, running from 21st August 2024 to the submission deadline at noon on 30th September 2024. The contract period will start on 1st May 2025 and end on 30th April 2035. Located in Richmond, England, this opportunity falls under the "Library, archives, museums and other cultural services" industry category and is suitable for SMEs and VCSEs. The project's value ranges between £300,000 and £500,000, and it will be conducted through a restricted competition method, classified below the threshold for concessions.

This tender presents a substantial opportunity for businesses in the digital archiving, conservation, and online publishing sectors. By partnering with The National Archives, the selected business will gain access to a rich collection of historical documents, offering potential for both academic and commercial pursuits. Ideal candidates are those with expertise in digital image capture, metadata utilisation, and online publication capabilities. The contract's requirement to publish at zero cost to TNA and generate a royalty return will benefit businesses by providing a platform for growth, visibility in academic and public spheres, and the potential for long-term revenue through royalties. SMEs and VCSEs with innovative solutions and a focus on historical or archival content management are highly encouraged to compete.

## Notice

The National Archives (TNA) is seeking expressions of interest from potential partners to digitise and to publish online records on the subject of Russian History. The contract award would include a commercial license to publish online digital images and associated metadata, and a requirement to undertake all the necessary activities to make that possible - including conservation, digital image capture, use of metadata to allow for meaningful searches of the records, and online publication. TNA expects that the appointed Supplier will deliver the contract at NIL cost to TNA and will also deliver a royalty return to TNA during the contract period, in consideration for the licence to publish the Collection. Russian History is an area of academic study that has consistently been a popular subject among many academics and researchers. From the declaration of Peter the Great as emperor, signifying its birth, to the abdication of Nicholas II in 1917, marking its end, the Russian Empire's development to become a formidable imperial power - the third largest in history - has had a significant impact on world history; its intersections with British history has culminated in an abundance of records covering Anglo-Russian relations and key events. The records at The National Archives paint an in-depth picture of the Russian Empire's military, political and cultural developments over two centuries, from the perspective of the British government. The selected files cover a wide variety of subject areas related to the Russian Empire, including discussions on treaty terms, territorial disputes, map drafts and proposals, as well as telegrams on more routine matters such as imports, exports, taxation, and marriages. If this opportunity is of interest to you, please register your expression of interest by emailing us at procurement@nationalarchives.gov.uk by 12:00 on September 30th, 2024.
