## Summary

The procurement process involves the Defra Network eTendering Portal, seeking bids for the project titled "An analysis of the contribution and effectiveness of the ERDF and ESF Programmes". This tender falls under the category of economic research services, with a total contract value of £122,000. The procurement method used is selective, specifically a call-off from a framework agreement. The tender period has ended as of 5 November 2018, with the contract scheduled to start on 3 December 2018 and conclude by 31 March 2019. This project is located in the United Kingdom and aims to evaluate the impact of European funding on rural and environmental outcomes.

This tender presents opportunities for businesses specialising in economic research and analysis, particularly those that can effectively assess the impact of government-funded programmes. Both small to medium enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs) are encouraged to compete given the suitability criteria. Companies with expertise in research methodologies and knowledge of European funding mechanisms will be well-positioned to leverage this contract for their growth and contribute valuable insights towards future economic development programmes.

## Notice

The overall aim of the research is to analyse the effectiveness of current and previous ERDF and ESF programmes in order to inform the design of future domestic development programmes so that these are effective in delivering both rural and environmental outcomes. The Department is seeking to commission research concerning the impact of the European Regional Development Fund (ERDF) and the European Social Fund (ESF) dating from 2000 on rural areas and, the effectiveness of those funds in delivering government's environmental priorities. It also wants to obtain learning that could be potentially applied to the design of the delivery mechanisms of future economic development programmes that replace current EU funding programmes - to make these more effective in the attainment of both rural and environmental outcomes.
