## Summary

The West of England Combined Authority (WECA) is currently in the tender stage for an "Assessment of our legal and regulatory duties under environmental law." This procurement process falls under the industry category of environmental issues consultancy services (CPV: 90713000) and is open to a range of delivery addresses, including the UK and various international locations. Key dates to note include the tender period closing on 23 September 2024, with the contract period starting on 14 October 2024 and ending on 31 December 2024. The procurement method is an open procedure, deemed below threshold, inviting wide participation.

This tender offers substantial opportunities for businesses, particularly small and medium-sized enterprises (SMEs) and voluntary, community and social enterprises (VCSEs), to engage with environmental consultancy services on a programme level. Given the need for compliance with environmental policy, legislation, and regulation, this tender is well-suited for firms specialising in environmental law and consultancy. Companies with expertise in aligning with local unitary authority standards or those experienced in project management as either direct deliverers or grant-funding sponsors will find this tender particularly advantageous for business growth and diversification.

## Notice

The MCA needs to comply with environmental policy, legislation, and regulation (PLR) when sponsoring and delivering infrastructure. To date we've assessed environmental PLR on a project-by-project basis, but we wish to be a well-informed intelligent client at the programme level as well to ensure we are getting best value when commissioning contractors - in addition to achieving compliance. We also need to ensure we align with the environmental policy and standards of our local unitary authorities. This work will provide a full assessment of the environmental PLR that the MCA needs to comply with or should require compliance with, and how to comply in practice with a concise detailed guide, in our roles: A. As a direct deliverer of projects (where the MCA is the client for delivery, where we are directly commissioning construction or services.) B. As a sponsor, grant funder of external parties who are the delivery agent / clients (this will include other Local Authorities who would be under the same requirements as identified under A but may include private sector entities or other government agencies) Documents can be accessed here: https://weca-atamis.my.site.com/s/Welcome
