## Summary

Leicestershire County Council is managing a procurement process for the "Provision of Leicestershire Holiday Activities and Food Programme - Holiday Clubs". This procurement aims to create a Dynamic Purchasing System (DPS) to facilitate the supply of holiday club places to children eligible for benefits-related free school meals. The initiative targets health and social work services, as well as recreational, cultural, and sporting services for children from reception to year 11. The process, which follows an open procurement method under the Light-Touch Regime, spans multiple regions across England and carries a total estimated value of £6,000,000. Key dates include the initial contract period from 1st November 2022 to 31st December 2024, with the potential for yearly extensions up to an additional three years.

This procurement provides significant opportunities for small and medium-sized enterprises (SMEs) and voluntary, community and social enterprises (VCSEs) to expand their service offerings in the areas of child care, health, and education. Businesses with expertise in providing healthy meals, engaging activities, and nutritional education, particularly in high-need areas, would be well-suited to participate. The continuous application process during the DPS's lifetime ensures ongoing opportunities for new suppliers to join and contribute to improving child welfare through structured holiday activities. This initiative not only helps businesses grow but also supports community development by enhancing children's and families' knowledge in health and nutrition.

## Notice

Leicestershire County Council (the Council) is conducting a procurement to establish a Dynamic Purchasing System (DPS) in accordance with the Light-Touch Regime requirements of the Public Contracts Regulations 2015. The Council is inviting Providers to join the Leicestershire Holiday Activities and Food (HAF) Programme DPS to supply holiday club places to children resident in Leicestershire who are eligible to receive benefits-related free school meals. HAF holiday provision is for school aged children from reception to year 11 (inclusive). The offer of free HAF holiday club provision will be available to all Leicestershire children in receipt of benefits-related free school meals. However, it is not expected that all eligible children will take up the offer of HAF holiday club places as attendance is voluntary. We are seeking provision to be delivered across the County and particularly targeting areas of greatest need. The holiday clubs will take place during the Easter, Summer and Christmas school holidays. Holiday club provision must provide each child with; a healthy meal; engaging and enriching activities; opportunities to be physically active; nutritional education. Provision must also ensure that each child's family develop their understanding of health and nutrition, and are signposted towards other information and support, for example, health, employment, and education. The DPS will run for an in initial period of 2 years and 2 months from 1st November 2022 with the potential to extend in yearly increments for up to three years. Providers can submit an application to join the DPS at any time during the life of the DPS. The deadline for receipt of applications for Round 1 of the DPS is 12:00 12th September 2022. Once a DPS round is closed, the next round will automatically open to receive further applications until the end of the DPS.
