The regulatory basis for this evaluation is cited below; An impact evaluation of the EMFF is a regulatory requirement under Article 56(3) of the Common Provision Regulation (EU) No 1303/2013: "At least once during the programming period, an evaluation shall assess how support from the ESI Funds has contributed to the objectives for each priority."
