## Summary

Surrey County Council has completed the procurement process for migrating Public Switched Telephone Network (PSTN) communications to an Internet Protocol (IP) based network for Intelligent Traffic Systems across Surrey. This selective procurement, conducted through a call-off from a framework agreement, addresses the telecommunications network category and has awarded the contract to British Telecommunications PLC. The total contract value is GBP 992,381, and it spans from 1st July 2023 to 30th June 2028. The project aims to replace existing PSTN infrastructure with IP-based technology, thus ensuring continuous functionality and coordination of traffic signals and remote monitoring capabilities for traffic and ANPR systems in the South East region of the United Kingdom.

This tender presents substantial opportunities for businesses involved in telecommunications and traffic management systems to grow by providing essential infrastructure upgrades and services. Small and medium-sized enterprises (SMEs) particularly stand to benefit, given the suitability criteria specified in the tender. Companies specialising in telecommunication network solutions, digital subscriber line services, and systems integration could leverage this project to showcase their expertise and secure long-term engagement with public sector clients like Surrey County Council. This contract not only offers a lucrative financial opportunity but also helps firms contribute to the improvement of urban traffic management and public safety through enhanced technological infrastructure.

## Notice

This contract is for PSTN infrastructure and to also cater for add-on services such as Asymmetric Digital Subscriber Line (ADSL) Broadband. The move to the next generation digital Internet Protocol (IP) based network is required and with no action will result in loss of communications and functionality to the majority of Traffic Signals across Surrey. Example impacts include un-coordinated traffic signals at many of Surrey's major urban towns, which would cause traffic and congestion. Also the inability to remotely monitor the assets for faults, resulting in longer fault resolution times and relying mostly on the public to report faults. We are also in a partnership with Surrey Police and administer broadband for their ANPR cameras, doing nothing will hinder their capability to discharge their statutory duties.
