## Summary

The N E L Commissioning Support Unit is seeking tenders for the "Major Incident Mental Health Response" project in London, UK. This procurement process, classified under the health and social work services category, is currently in the Tender stage, with a submission deadline set for 25 August 2017. The project has a total value of £623,027 and aims to provide crucial mental health support services following recent incidents that have impacted the community. Interested bidders are required to submit their responses via the e-Tendering portal, ProContract, where they must also register their organisations, allowing up to 24 hours for this process.

This tender presents a significant opportunity for mental health service providers, including small and medium-sized enterprises (SMEs) and voluntary and community sector organisations (VCSEs), to engage in a vital public health initiative. Businesses with expertise in mental health outreach, clinical assessment, and referral services will find themselves particularly well-suited to compete for this contract, as they can contribute to the effective delivery of the specified clinical pathways and support the overall mental well-being of the affected population.

## Notice

Following the terrorist attacks in the first half of 2017, a strong clinical evidence base demonstrates that a number of people present will require support from Mental Health services. There is also evidence to suggest that many of those impacted will not proactively seek treatment. This has the potential to cause significant Mental Health issues for the affected population in the future if support is not proactively offered. To ensure that those most likely to be facing Mental Health challenges following the recent incidents are offered appropriate clinical support an 'outreach and screen' will be deployed to make the necessary referrals to IAPT and specialist services. The outreach and screen team described in the service specification will support the delivery of the stepped clinical pathways developed by the Mental Health Response Group. Work has already taken place to develop an outline a service model. However, in response to this expression of interest the Authority expect all respondents to provide a detailed service model with clinical justification of the approach where relevant. Additional information: Please ensure that you leave enough time to register your organisation on the tendering portal which can take up to 24hrs. NEL CSU will adopt the open procedure as a template for this procurement. The Services to which this project relates fall within Schedule 3 to the Public Contracts Regulations 2015 (the Regulations). Neither the publication of the advertisement, the use of this stage, nor the use of the term 'Open Procedure' nor any other indication (including any statement in this advert or the ITT documentation) shall be taken to mean that the Authority intends to hold itself bound by any of the Regulations, save those applicable to procurements under the Light Touch Regime (LTR). Interested Bidders must access the ITT documentation via the link provided and submit an ITT response with associated online questionnaire(s) on the e-Tendering portal 'ProContract' before the submission deadline. See procurement documentation for more details.
