## Summary

The Centre for Environment, Fisheries and Aquaculture Science (Cefas) has initiated a public procurement process under the title "CEFAS24-104 Invitation to Tender for services to provide a monitoring programme on recreational sea angling in England and Wales." The tender, classified under the industry category of survey services, entails gathering data on estimates of catches and expenditure by recreational sea fishers for the years 2025 and 2026. It targets suppliers capable of managing panel surveys and analysing collected data. The procurement stage is currently at the tender phase, with key dates including the publication date of 23rd September 2024 and a tender period ending on 25th October 2024. The contract is set to commence on 1st December 2024 and conclude on 30th November 2027. The estimated contract value is £500,000.

This tender presents significant business growth opportunities for companies specialising in large-scale data collection, surveys, and analysis, particularly those with experience in fisheries and marine environments. Firms adept in managing extensive panel surveys and capable of employing cost-effective methods for data collection are well-suited to compete. Small and medium-sized enterprises (SMEs) are encouraged to partake, given the project's potential to build on existing methodologies and deliver insights that inform policy and ensure sustainable marine fisheries management. The procurement method adopted is an open procedure above the threshold, broadening the competitive landscape for qualified businesses.

Identification of a representative sample of people who fish for recreation in the sea and who are willing to keep catch diaries throughout 2025 and 2026, using an appropriate, cost-effective method. 1.2. A panel survey involving the completion of electronic catch diaries and expenditure throughout 2025 and 2026 by a sample of people from the list of recreational sea fishers identified in step (4.1), and the archiving and analysis of data reported.
