Realising Pavement Efficiencies in Highways England Highways England is proposing to set up a contract for the provision of specialist technical advisory services to assist Highways England realise circa PS350m in pavement efficiencies (contribution to KPI7). Realising the contribution to the efficiency KPI will the main objective but in addition there will be a requirement to develop an innovative, risk based, outcome focussed assessment 'tool kit' in the form of an Efficiency Manual that can be used by Highways England employees and suppliers alike
