## Summary

The Equality and Human Rights Commission is conducting a procurement process titled "EHRC 1819-61 Cumulative impact assessment in Scotland and Wales." This tender is categorised under equal opportunities consultancy services and social research services, and it is primarily focused on providing support to the Scottish and Welsh Governments regarding fiscal planning and social security. The tender period concluded on 20 February 2019, with the contract period running from 1 March to 29 March 2019. The total value of the contract is £20,000, with a minimum threshold of £16,000.

This project presents a significant opportunity for small and medium-sized enterprises (SMEs) and voluntary community social enterprises (VCSEs) that specialise in consultancy services, particularly in the realm of social research and equality assessments. By offering their expertise in cumulative impact assessment and fiscal analysis, suitable contractors can contribute to critical governmental decision-making processes, thereby enhancing their visibility and reputation within the public sector. The short-term nature of the project means that businesses capable of delivering focused, timely analyses will be particularly well-positioned to compete.

## Notice

We are looking for a suitably experienced and technically skilled contractor to assist the Commission in further developing its work on equality and human rights and cumulative impact assessment (CIA) of government fiscal planning and spending on social security and public spending in Scotland and Wales. This proposed work builds on previous Commission research but is more focused on providing country-specific analysis and advice about CIA for Scottish and Welsh Governments, parliamentarians and public bodies, to illustrate how CIA and micro-simulation modelling could help them to better embed equality and human rights into their fiscal decision-making. This is a short-term project and the work must be completed by 31 March 2019.https://www.equalityhumanrights.com/en/effect-tax-and-welfare-reforms
