## Summary

Westminster City Council is initiating a public procurement process titled "WCC/RBKC Statutory Advocacy Services for Adults," targeting the guidance and counselling services industry. The procurement aims to secure a lead provider for statutory advocacy services for adults with health and social care needs within Westminster City Council (WCC) and the Royal Borough of Kensington and Chelsea (RBKC), with responsibilities extending to out-of-borough cases where statutory obligations are maintained. This tender process, classified under CPV code 85312300, follows an open procedure above the threshold and will close on 15th January 2025 at noon, with the contract period commencing on 28th July 2025 and ending on 27th July 2032. The delivery location is specified as SW1E 6QP, London, United Kingdom, and the total contract value is estimated at £5,320,000.

This tender offers significant growth opportunities for businesses specializing in advocacy services, particularly those experienced in handling complex health and social care cases. It is well-suited for small and medium-sized enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs) with skilled advocates capable of providing statutory services such as IMCA, DOLs Paid Representatives, IMHA, ICAA, and IHCA. The successful lead provider will not only offer direct advocacy services but also coordinate training and development for local and specialist providers, enhancing the workforce's skills to meet diverse cultural and linguistic needs. This procurement represents a substantial opportunity for businesses to expand their service offerings and impact within the advocacy sector.

## Notice

Commissioners wish to procure a single gateway service into Advocacy Services, for Adults with Health and Social Care Needs, in WCC and RBKC, and for people outside the borough where WCC and RBKC retains a statutory responsibility for the provision of these services. The contract will also encompass the provision of out of borough IMCA and Deprivation of Liberty Standards paid representatives. Under the new service model, a Lead Provider would be contracted to provide Statutory Advocacy Services for Adults. This requires the provision of skilled advocates, with specialist knowledge and training. The 'lead provider' would be responsible for the following: 1. Provision of Statutory Advocacy Services (IMCA, DOLs Paid Representatives, IMHA, ICAA and IHCA) - ensuring continuity of advocates for service users. 2. Coordination of the provision of Statutory Advocacy Services for persons living outside of the borough where WCC and RBKC retains a duty to provide services. 3. Ensuring the skills of the advocacy workforce across the entire pathway - providing training and development to local and specialist providers to increase the pool of qualified advocates in the borough to meet the language and cultural needs of the individuals seeking support. 4. DOLs requirements.
