## Summary

The Department for Transport (DfTc) has successfully awarded a contract titled "Infuze DfT PhD Match funding" as part of a direct single tender action below the threshold. This contract, valued at £99,000, is aimed at supporting research and development services and related consultancy services, under the CPV code 73000000. The award, made to the University of Leeds, focuses on the decarbonisation and behaviour change project under the INFUZE programme. The contract commenced on 1st October 2026 and will conclude on 31st March 2029. The initiative targets regions such as the British Overseas Territories, Channel Islands, Europe, Isle of Man, and the United Kingdom, aiming to transform transport systems into zero-carbon mobility models. The procurement stage has concluded with the award made effective on 15th September 2025.

This tender presents substantial opportunities for businesses involved in research and development, particularly those specialising in transport systems and sustainable mobility solutions. Small and medium-sized enterprises (SMEs) are particularly well-suited to engage with this project due to the procurement's suitability requirements. Participation could lead to significant business growth by harnessing opportunities in creating innovative data-driven decision tools and participatory mobility services, areas that are rapidly evolving and demand novel approaches. This project not only promises to foster academic and practical collaborations but also positions firms at the forefront of sustainable transport innovations, potentially setting new industry standards globally.

## Notice

ScITech, routinely runs a process which provides Letters of Support for academic funding bids to UKRI where research aligns with our priorities. UKRI thoroughly evaluate all bids, and where bids are successful the major part of the funding is provided by UKRI, with ScITech providing agreed additional funding. In this case DfT will be match funding two PhD's within the INFUZE programme. Leeds University is leading on a decarbonisation and behaviour change project called INFUZE - 'Inspiring Futures for Zero Carbon Mobility', which has been recently funded by UKRI to the tune of PS7.8 million. The programme aims to transform the process of understanding, designing and implementing transport system interventions to enable and ensure the rapid transition to zero carbon through accessing mobility on demand. Exploring what the potential is for moving from systems of individual car-based mobility to systems which are more based on mobility on demand within the zero-carbon agenda. Impact of the project On successful completion the programme and projects will have developed a new approach to participatory mobility science, generating a unique suite of data-enabled decision tools to identify and galvanise the opportunities for emerging mobility service systems which capture the impact of place, social learning and tipping points. This could shape the next generation of innovation investments in smart mobility, open up new avenues for the design of shared mobility assests and the connective algorithms that inform on-demand services. Outputs published It is expected for a number of academic publications throughout the programme/projects. Each PhD project will also produce a thesis.
