## Summary

The Money and Pensions Service, an arm's-length body funded by the Department for Work and Pensions, is currently in the planning stage of a procurement process titled "Pre-Tender Market Engagement - Money Guiders networks and communities." This initiative focuses on enhancing the delivery of money guidance across the UK, specifically in England, Scotland, and Northern Ireland. The engagement aims to develop critical networks and communities essential for the success of a pilot programme set to conclude in September 2021. Interested parties must be mindful of the engagement end date, which is 24th November 2020, and can participate in an online Supplier Engagement Presentation scheduled for 26th November 2020.

This tender presents significant opportunities for businesses involved in community, social, and personal services, particularly those that operate within the financial guidance sector. Small and medium-sized enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs) would find this procurement particularly relevant, as it seeks to establish collaborative networks to enhance money guidance delivery. Organisations that can contribute to developing frameworks, e-learning resources, and assessments for diverse practitioners in various sectors will be well-positioned to compete for this engagement, ultimately contributing to improved financial wellbeing in the UK.

## Notice

Introduction to MaPS Money and Pensions Service is an arm's-length body sponsored by the Department for Work and Pensions (DWP), and it has a joint commitment to provide access to the information and guidance people across the UK need, to make effective financial decisions over their lifetime. Project Details We have just launched a pilot programme- "Money Guiders" which seeks to help organisations and practitioners deliver money guidance well. The pilot finishes in Sept 2021 and will inform recommendations for a longer term change programme to be delivered across the UK. This engagement is for the creation, development and management of the "networks and communities" strand which is critical to the success of the programme. Money plays such a huge role in the fabric of our lives. When people reach out for help with challenging life events, money guidance often forms part of a wider, holistic service offered by, for example, mental health workers, housing officers and charity volunteers. The organisations and individuals that deliver Money Guidance (i.e. anything about money in the non-regulated space) are incredibly diverse. The vast majority of practitioners do not work in dedicated Money Guidance centres. The objectives, focus, and key priorities of their organisations can be entirely different from one another; Money Guidance is just a 'slice' of what they do. The programme is funded by MaPS (so is free to participants) and comprises of: * A competency framework for all Money Guiders, no matter what their role * Guidance for organisations and individuals on how to use the framework * E-learning across the entirety of the framework (produced by Learning Pool) * Assessment and Award (endorsed by City and Guilds) * Research and evaluation ( provided by Revealing Reality) * Networks and Communities This engagement is for the Networks and Communities strand: Our ambition (eventually-over many years!) is to bring about large scale change that relies on tens of thousands of front-line staff and diverse cross sector organisations to make it happen. For the pilot phase we need to develop networks in Northern Ireland, Scotland and England (Wales already has networks which we are collaborating with). They will be cross sector networks and will focus on sharing, learning and quality improvement and will be able to spread successful change quickly. The network will be open to anyone delivering money guidance working at different levels, in all sectors. They will offer a non-hierarchical environment that fosters personal interactions, trust and social capital, and the sharing of experience without the fear of being judged. This is the start of a long term programme of change which we believe can make a significant contribution to the financial wellbeing of people across the UK. Additional information: SUPPLIER ENGAGEMENT PRESENTATION MaPS will be hosting an online Supplier Engagement Presentation on the 26th November 2020 between 2.00pm - 3.30pm to share more information and have a discussion with potential suppliers which will further inform our Tender process. The 'Supplier Engagement Presentation' will take place via Microsoft Teams. If you wish to attend the presentation you MUST email your interest to:- laura.bradshaw@maps.org.uk using '20-144 Money Guiders' in the header; thereafter MaPS will send you meeting instructions for this presentation.
