The Department for Science, Innovation, and Technology (DSIT) has completed a procurement process for the project titled "AISI DSIT Offensive Cyber Capability and Agent Safeguards Measurement." The procurement falls under the Experimental Development Services category (CPV 73120000) and was conducted via a selective method, specifically a call-off from a dynamic purchasing system. The contract, valued at £440,000, focuses on developing benchmarks and scenarios to measure and safeguard against offensive cyber capabilities, with delivery located in London, United Kingdom. Key dates include the tender period ending on 7 May 2024, with the contract period spanning from 28 June 2024 to 27 October 2024. The award was officially made on 28 August 2024.

This tender presents significant business opportunities, particularly for SMEs and voluntary, community, and social enterprises (VCSEs), to demonstrate their expertise in cybersecurity and experimental development services. Companies with a strong background in developing cybersecurity measures, particularly those adept at simulating and analysing cyber threats, would find this project well-aligned with their capabilities. Successfully securing such contracts can enhance a company's profile, opening doors to further government and private sector engagements in the security domain.

## Notice

this project is to identify and evaluate key capabilities that might pose dangerous risks from misuse by Creating an Offensive Cyber Capability Measurement by building on our existing work to create a series of structured non-public capture-the-flag scenarios that test for specific skills as well as sequential exercise that simulate an end-to-end attack. Building a suite of benchmark scenarios that characterize the vulnerability of LLMs agents to attackers whose goal is to bypass the built-in safeguards of the LLM system. By LLM agent, we mean an LLM system that has access to a selection of external functionality Additional information: all redacted contract documents' are in this zip folder
