Provision of an Urban Traffic Management System (UTMC) with a common database and strategy manager. Both the UTMC and UTC systems are provided by the same supplier. Changing the supplier and the provision of the UTC system would involve substantial inconvenience to the Authority's ability to deliver services and duplication of costs.
