## Summary

National Highways has completed a procurement process titled "S30024 Improving safety outcomes from communications campaigns," focused on development consultancy services within the Road to Zero Harm initiative. The aim of this project is to minimize fatalities and serious injuries on the Strategic Road Network in the UK and beyond. The contract is valued at £99,867.42 and was awarded to Amey OW Ltd. The process, which was at the Award stage by 16 October 2025, involved a selective procurement method utilising a call-off from a framework agreement. The contract commenced on 15 October 2025 and will conclude by 30 April 2026, with the services being applicable across various regions, including the British Overseas Territories, Channel Islands, and Europe.

This tender offers a robust opportunity for businesses specialising in development consultancy services, particularly those with a focus on safety and innovation within the transport sector. It highlights National Highways' commitment to implementing evidence-based actions and provides an impetus for companies capable of contributing to safer road networks. While the process was open to SMEs, suggesting an inclusive opportunity landscape, the contract was awarded to a large enterprise, indicating the scale and complexity of the project requirements. Businesses with expertise in safety-focused communications and strategic consultancy services would find similar tenders promising for growth and collaboration in large-scale, impactful initiatives.

## Notice

In 2021/22, the Road to Zero Harm (RtZH) research project was initiated to assess and prioritise action that National Highways could take to progress the long-term ambition of zero fatalities and serious injuries on the Strategic Road Network (SRN). This work has resulted in a longer-term roadmap that supports deeper embedment of Safe System and evidence-based actions, to be accompanied by shorter term action plans aligned with investment cycles. We have therefore listed these challenges in Workstream 16 of the roadmap (Research and Innovation) and begun to develop a series of proposals to address them. This project is one of those proposals.
