## Summary

The procurement process involves Highways England issuing a tender titled "T0015 Live trial for reducing lead-in signals for incidents". This project, classified under the CPV category for Research and development services and related consultancy services, is aimed at assessing the safety implications of reducing variable signs and signals on the approach to incidents. The tender period ended on 9th November 2020, and the subsequent contract commenced on 10th December 2020, with an active award value of £228,296.32, set to conclude on 11th April 2022. The contract is formulated as a selective procurement method, utilizing a call-off from a framework agreement, and takes place in the East Midlands region of England.

This tender presents opportunities for businesses specialising in technical consultancy and road safety research, particularly small and medium-sized enterprises (SMEs) with expertise in traffic management and signal systems. By participating in this trial, suitable companies can showcase their innovative solutions that could enhance road user safety during incidents, potentially influencing national practices. The industry remains open for new entrants and established firms alike, particularly those adept in consultancy services related to transport and infrastructure development.

## Notice

Highways England is looking to set up a contract for the provision of technical consultancy to carry out and assess an on-road trial of a reduced number and distance of lead-in variable signs and signals (VSS) on the approach to an incident. The trial will take place in the East Midlands region of the Highways England network and will require software changes to the current signal sequencing rules. The objective of this work package is to determine whether: - a reduction in the number and distance of warning signs and signals on the lead-in to incidents is any less safe than current practice - there is any detrimental impact on road user behaviour as a result of sign failure if the number of VSS are reduced - a reduced number and distance of VSS on the lead-in to an incident should be applied nationally
