## Summary

The Department of Health and Social Care (DHSC) is managing a public procurement contract titled "DHSC: MHDD- Implementation and Support Services Agreement for the COVID-19 Population Risk Assessment." This contract, classified under software support services (CPV code: 72261000), is located in London, UK. The procurement process has reached the award stage, with the contract awarded on 5 February 2021, for a total value of £157,248. The contract period extends from 5 February 2021 to 4 February 2024. This procurement was conducted through a negotiated procedure without prior publication due to its limited nature.

This tender presents a substantial opportunity for firms with expertise in software support services, particularly those specialising in public health and data analysis. Although the contract has been awarded to Oxford University Innovation Ltd, businesses with innovative solutions and relevant experience in risk assessment and health-related software tools may find future opportunities, especially as the contract's initial scope is expected to expand to include devolved authorities and crown dependencies. Competing businesses in the health tech sector and consultancies focusing on public health metrics could benefit significantly from these developments.

## Notice

In May 2020 a project to stratify the public based on their risk from COVID-19 was commissioned from NERVTAG (New and Emerging Respiratory Virus Threats Advisory Group) by the office of the Chief Medical Officer for England. NERVTAG established the parameters and brought together an academic team to add to their own expertise. This team was led by Oxford University Innovation Ltd. The title of the research project was "Development and evaluation of a tool for predicting risk of short-term adverse outcomes due to COVID-19 in the general UK population" and as part of this Oxford University Innovation Ltd developed the QCovid(r) model. The Grant award was published at the following link https://fundingawards.nihr.ac.uk/award/COVID-19-Risk Prediction Tool Oxford University Innovation Ltd were the owners of the Intellectual Property Rights for the QCovid(r) model, created following the Grant Award above. This contract could only be awarded to Oxford University (Oxford University Innovation Limited) as they hold the IPR. The initial scope of the contract is for support services to cover England only, but with the expectation that this will be extended to cover devolved authorities and crown dependencies in future.
