ALDCS asked London Councils to conduct a wider review of the arrangements for commissioning fostering and residential care currently operating in London, with the purpose to explore ways of improving the system and practices. This research will inform the second report of the review and will build on both the first part and the previous Oxford Brookes University study published in July 2015.
