What is included within the scope of the project: * Further development of ORR's existing policy approach for ORR's role in relation to scorecards in CP6, and how this translates into setting ORR's requirements for Network Rail under PR18. * Further development of ORR's existing policy approach in relation to the set of measures which ORR will require for CP6 within the above framework. * Support, direction and coordination of the individual measure workstreams led by ORR teams, recognising the existing policy position. * Improvements and developments of the existing policy positions. * Liaison with key internal and external stakeholders to further develop the positions.
