## Summary

The Luton Wellbeing Service has been commissioned by the NHS Luton Clinical Commissioning Group and Luton Council, aiming to establish an integrated health and wellbeing service within the East of England. This procurement falls under the guidance and counselling services category, with a total contract value of £28,200,000. The procurement process is currently in the award stage, with the contract period set to run from 1 April 2018 to 31 March 2023. The tender was completed on 20 October 2017, following a restrictive procurement method.

This tender presents significant opportunities for growth, particularly for businesses focused on health and wellbeing services, including mental health support, lifestyle coaching, and community health initiatives. Companies that specialise in integrated care delivery and possess strong local partnerships would be well-positioned to compete for future phases of this project, which may expand to include children's wellbeing services. The emphasis on a preventative approach offers potential for both small and medium-sized enterprises (SMEs) and voluntary/community organisations (VCSEs) to actively engage in and contribute to the Luton area’s health improvement strategies.

## Notice

NHS Luton Clinical Commissioning Group and Luton Council jointly commissioned an integrated health and wellbeing service that will work with our communities to proactively deliver a preventative approach that emphasises the whole person and which works to achieve the optimum levels of physical, mental, social and emotional health. The Luton wellbeing service will have one lead (Prime) provider who may work with local partner organisations under a single branding, promoting 'one-service', regardless of whether different organisations are delivering components of the service. The Luton Wellbeing service will be an integral part of Primary Care Home which is our Luton clinical model that enables the public to access wellbeing support in their locality. The range of wellbeing services included within the scope of the procurement will be: - Primary Care Mental Health Assessment and Liaison Service - Talking Therapies - Improved Access to Psychological Therapies (IAPT) - Live Well Luton healthy lifestyle services - Weight Management (all ages), Healthy Living, Exercise Referral on referral - Physical activity - Smoking Cessation Services and Tobacco control including prevention in schools - Social Prescription - Community Health checks While the service will cover a full life course for healthy lifestyles, and will support, physical, social emotional and mental health prevention, alongside resilience for families and children, working with existing services to achieve this, the majority of the scope will initially relate to adults 16+ with future scope to include greater focus on children's mental wellbeing. It is expected that the mobilisation of the service will be over a period of 2 years. It is envisaged that there will be a 3 Phased Approach to Service Delivery as follows: - Phase 1 will include all IAPT Services and Healthy Living Services, Social Prescriptions and Smoking Cessation services. - Phase 2 will be the development of the Primary Care Mental Health Assessment and Liaison Service (subject to agreement by the Contracting Authority). - Moving forward Phase 3 will relate to further agreed Children's Wellbeing services and Bidders should be aware that after the award of contract, dependent upon agreement with the Contracting Authority, there is a possibility that the successful Bidder may be offered a variation to the contract to include such services covering the Luton area, in accordance with Regulation 72 (1) (a) of the Public Contracts Regulations 2015. Furthermore, the service specification will be reviewed by the CCGs as the Sustainability and Transformation (STP) develops across Bedfordshire, Luton and Milton Keynes (BLMK). Bidders should be aware that after the award of contract, dependent upon agreement within the BLMK STP footprint, there is a possibility that the successful Bidder may be offered a variation to the contract, in accordance with Regulation 72 (1) (a) of the Public Contracts Regulations 2015.
