Previously the kennel owners have taken ownership and are responsible for any dogs left in their care after 7 days. Although we have still presented this option we have also decided to present a second option which places full responsibility on the local authority to rehome the dog after the initial 7 day period expires. It may be necessary to extend the stay beyond 7 days if an owner is not found but the local authority will meet all additional kennelling costs. We feel this will encourage kennel owners who may have the facilities available but not the capacity to home dogs for a prolonged period to bid for the contract. As clearly stated in both option 1 and option 2 the contract would be awarded based upon a strict scoring system basis, taking into account the service provided and a dog per day price.
