## Summary

The procurement process, initiated by Cornwall Council, is aimed at selecting strategic partners for the development, delivery, and operation of Extra-Care Housing in Cornwall. The project focuses on providing diverse social care options for older individuals, with a target of establishing at least 750 extra care units across West, Mid, and East Cornwall. The tender is currently at the award stage, with an estimated value of £942 million and has a contract period starting from 21 December 2020 and extending to 20 December 2050. This undertaking falls under the services industry and involves a selective procurement method with a competitive dialogue process. The tender was published on 30 January 2019, and the tender period concluded on 22 March 2019.

This significant tender presents substantial growth opportunities for businesses, particularly those specialising in construction, care services, and housing support. Small and Medium Enterprises (SMEs) and voluntary/community social enterprises (VCSEs) are encouraged to participate, given the scale of the work involved and the potential for sub-contracting opportunities within the framework agreement. Participating businesses can engage in the development and operation of facilities that cater to the elderly, thereby not only contributing to community welfare but also enhancing their portfolio in the public sector.

## Notice

1) The long term strategic objective of the Contracting Authority is to offer a more diverse range of social care options to older people in Cornwall that enables and supports them to live independently in their own homes for longer. The Contracting Authority therefore wishes to procure a strategic partner and award them to a contract for the design, funding, construction and operation of a minimum of 250 extra care units in each of West Cornwall, Mid Cornwall and East Cornwall totalling a minimum of 750 extra care units across Cornwall. The Strategic Partner will be responsible for providing care services in the extra care units and this will be delivered under a separate care contract. The strategic partner(s) will also be appointed to a framework agreement to provide one or more service (construction, care and housing support services) to the Contracting Authority, other contracting authorities or private sector organisations across Cornwall in relation to extra-care housing schemes. 2) To access this procurement opportunity please register for the project titled "Strategic partners for the development, delivery and operation of Extra-Care Housing in Cornwall" (ref: DN350137) on the contracting authority's "Due-North" system https://www.supplyingthesouthwest.org.uk and follow the on-screen guidance. 3) The estimated value in this notice is indicative only and combines the estimated values of all the services (excluding the framework agreement ).
