## Summary

The Department for International Trade (DIT) is currently in the planning stage of a procurement process titled "EISS EECAN Market Engagement Round II." This initiative focuses on delivering the Enhanced International Support Service (EISS) for the East of Europe, Central Asia, and North Africa (EECAN) region. The engagement period is slated to conclude on 25th November 2020, with plans to establish new service arrangements by the end of 2021, supporting UK companies in navigating international market entry. The estimated total contract value for this five-year contract ranges from £1,650,000 to £4,950,000, encompassing essential business services such as law, marketing, consulting, and recruitment. The procurement process involves a market engagement webinar scheduled for 18th November, offering direct interaction with the EISS team.

This procurement opportunity presents a considerable avenue for UK-based businesses, particularly those that specialise in international trade consulting, market research, and support services for exporters. SMEs are strongly encouraged to engage, as the EISS aims to simplify the export journey and enhance service offerings across EECAN countries, which include Armenia, Azerbaijan, and Turkey, among others. The webinar will facilitate an invaluable platform for potential bidders to delve deeper into the EISS programme and explore collaborative models to improve the export landscape for UK businesses.

## Notice

The Department for International Trade (DIT) provides an Overseas Business Network (OBN) Service to help UK companies navigate overseas market entry. The OBN Service is delivered by Overseas Delivery Partners for countries across 7 global regions. Following a review, DIT is proposing to procure a replacement service, with improvements that will: ensure easier access into overseas markets, increase export growth, service additionality, engage businesses with high potential export and improve both customer satisfaction and return on investment (ROI) per business supported. We are consulting the market on the delivery model for the Enhanced International Support Service (EISS) to ensure business continuity, by establishing new arrangements by the end of 2021. The estimated total contract value range for the EECAN region is PS1,650,000-PS4,950,000. This contract value is for a 5 year period which includes the 3 year period plus 2 additional 12 month optional extensions. The aim of the Enhanced International Support Service is to simplify the UK exporter journey and as far as possible to deliver a consistent service offer across all regions with the aim being to substantially increase the contribution and value of exports from UK SME's internationally. The Enhanced International Support Service in a global region may include the provision of services to UK businesses seeking to export into the region, planning and market entry advice for exporters, regional market research and advisory. The Enhanced International Support Service in a global region may also include industry sector specific research and advice, developing and maintaining a catalogue of national and regional specialist service providers (e.g. lawyers, accountants, sector specialists, translators), service catalogue maintenance, regional service coordination, contact hub with associated ICT and digital services (e.g. CRM and call handling systems), support to incoming trade missions. The EISS procurement is split into 3 phases. Phase 1 includes China and North America regions. Phase 2 includes EECAN, Africa, Middle East and LATAC regions. Phase 3 includes South Asia, Europe, and Asia Pacific regions. This particular PIN is for the purposes of market engagement for the EECAN region. This will be the second round of market engagement conducted for this region. After initial conversations with market engagement participants interested in the EECAN region, the EISS team have now further defined the nature and scope of the EECAN model. Whilst this round of market engagement will be focused on further exploring proposed service model options and which services they may include, it will also be a fantastic opportunity to learn more about the EISS programme, to meet the EISS team and to ask any questions. Additional information: The EISS Team would like to invite potentially interested parties to join this second round of market engagement which is due to take place via a webinar on the 18th November. There will be an opportunity to ask questions directly during the webinar, but there will be further opportunity for one on one engagement taking place in the two weeks following the webinar, via Microsoft teams. Further information about the proposed nature and scope of the EECAN service model will be sent out in advance of the webinar to interested participants.
