## Summary

The West Midlands Combined Authority is currently conducting a tender for a project titled "Repurposing to Zero Feasibility Study", aimed at enhancing urban planning services within the West Midlands region, England. This public procurement falls under the services category, so the focus is on the development of a digital framework to facilitate the repurposing of existing buildings. The tender is active, with submissions due by 25th April 2022, and the contract anticipated to commence on 9th May 2022, concluding by 23rd September 2022. The tender is valued at £55,000 and will employ an open procedure for selection.

This opportunity presents significant potential for business growth, especially for small and medium enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs) that specialise in urban planning and development consultancy services. Businesses experienced in feasibility studies, urban regeneration, and sustainable design are particularly suited to compete for this contract, which aims to drive post-Covid recovery by repurposing buildings to increase occupancy rates and rejuvenate high streets and city centres.

## Notice

The WMCA believes that the repurposing of existing buildings also has the potential to contribute to the regeneration of high streets and city centres, helping to improve occupancy rates and accelerate post-Covid recovery. To accelerate the uptake of repurposing in the West Midlands, we are proposing the creation of a digital West Midlands Repurposing Framework to assist Local Authorities, and the private and third sectors, in approaching the repurposing of buildings. This would include: - Clear definitions of "repurposing" and associated terminology - An outline of the financial, social, and environmental benefits of the approach - Guidance on the assessment of building viability for repurposing (e.g. data requirements etc) - Guidance on how to approach the repurposing of buildings This contract is for the delivery of a feasibility study for the proposal, leading to the production of a West Midlands Repurposing framework.
