## Notice

Enable East is an independent business unit within the North Essex Partnership University NHS Foundation Trust. We are seeking quotes for website design, support & hosting in relation to our recently launched employability programme HeadsUp; a PS1.7million 3 year programme joint funded by the Big Lottery Fund & European Social Fund. We invite responses from interested suppliers who wish to be considered to provide these services over the course of our 3 year programme. OUR AUDIENCE Enable East communicates with a wide range of stakeholders, primarily those within the NHS & public sector, from service users to Chief Executives. For the HeadsUp programme area of the website, our primary target audience will be those people who have received information from partner agencies & are looking for further information about the programme, or those who are looking to refer themselves to the programme. However, we may also be communicating with commissioners of services, potential public sector customers & people working for other not-for-profit organisations. We would welcome the chance to hear from you as to how you would recommend we ensure that one website can speak to a vast array of different target audiences. WEBSITE REQUIREMENTS We need our website to be able to: -Allow users to access information about HeadsUp & Enable East quickly & easily without navigating through multiple layers of pages -Encourage users to sign up for newsletters -Be fully accessible for disabled users & meet all accessibility guidelines -Include a translation facility for users who do not speak English -Link with our social media accounts to help us grow our social media following -Incorporate a 'members only' section that is accessible through password use -Be managed through a user-friendly CMS -To hold a resource section which can include downloads, videos, blogs & images -Be mobile/tablet responsive -Incorporate SEO elements to improve our ranking on Google We are seeking a supplier who can: *Develop innovative designs for websites which allow us to be more interactive with our users & which meet our strict branding guidelines *Provide consistent technical support to ensure that the website is live at all times & will work to resolve any problems in a timely fashion if the website goes down *Provide appropriate hosting facilities & ensure that all functionality can operate properly *Provide prompt & efficient turnaround on all proofs for checking with sufficient time for final amends to be made prior to 'going live' *Provide training in the chosen CMS *Ensure website meets all legal requirements in terms of the use of cookies *Provide secure storage & back-up of all files held on behalf of Enable East to ensure business continuity *Work with external suppliers as necessary on behalf of Enable East such as language translating services For further information on expressing an interest for this contract please see the Other Information section. Further technical support and hosting services will be required until 31st December 2019. This word document must be returned to rhiannon.galpin@enableeast.org.uk by 17.00 on Friday 10th February 2017. If you are successful at this first round, you will be invited to an interview at the Enable East offices on Thursday 23rd February 2017.
