## Summary

The Birmingham City Council is seeking proposals for its recent procurement titled "QU336 - Support for Communities of Language for Covid-19 Campaign," classified under health services. This procurement process is at the award stage, having been published on 26th October 2020, with an active contract period commencing on the same day and concluding by 31st March 2021. The tender involved an open procurement method, aiming to address the information needs of diverse communities in Birmingham impacted by the Covid-19 pandemic, specifically targeting those with language barriers. The deadline for submitting quotations was 9th September 2020, and specific services are required to ensure community messaging around Covid-19 is accessible and tailored for non-English speakers.

This tender presents an opportunity for businesses focused on community health services, particularly those with expertise in multilingual communication and outreach. Organisations with strong links to black and minority ethnic (BAME) communities, potentially including small and medium enterprises (SMEs) or community-based services, would be well-suited to compete. By collaborating with Birmingham City Council, these businesses can broaden their reach and impact while contributing to public health efforts during a crucial time.

## Notice

Birmingham is a hugely diverse city. Birmingham City Council recognises that different black and minority ethnic (BAME) Communities may have specific concerns or issues resulting from the Covid-19 pandemic coupled with a limited access to the relevant official information and guidance available in community languages. We are keen to support all our local citizens to protect their health using national Government guidance (see https://www.gov.uk/coronavirus ) and maintain their wellbeing during this challenging period. Birmingham City Council's Public Health Division is tendering for additional community support services to those commissioned previously to ensure Birmingham's Languages have * awareness and understanding of COVID-19, * access to testing * knowledge of how to respond if they test positive or told they are a contact of a case, * knowledge of how to reduce risk factors associated with increased risk of severe illness or death from COVID-19. We are seeking partner organisations with strong roots in Communities whose first language isn't English to work with us to share community messaging in tailored ways appropriate to their community and in multiple formats. It is important that messages around awareness and understanding of COVID-19, access to testing and knowledge of how to respond if they test positive or told they are a contact of someone who has tested positive for COVID-19 are available to citizens from these communities. Timeframe for delivery: The Public Health Division will discuss the exact timescales once tenders are evaluated. We anticipate that the programme will last no longer than 6 months, however, should COVID 19 outbreak remain a significant issue beyond the contract period, we reserve the right to extend the operations under this contract. The Council will be using its free to use e-tendering system (in-tend) for the administration of this procurement process and potential suppliers must register with the system to be able to express an interest.
