## Summary

The West Midlands Fire and Rescue Authority has established a framework agreement for the provision of Gas Detection Monitors, aimed at serving various emergency services across the UK. This procurement process, classified under the Detection Apparatus industry, is currently in the award stage, with the contract being awarded to Life Safety Distribution GmbH. The contract is set to commence on 1st March 2018 and will extend for four years, concluding on 28th February 2022. The total value of the framework agreement is £20 million, with an initial requirement of £700,000 identified in the tender documentation. The open procedure method was employed for this tender, with submissions closing on 5th January 2018.

This framework agreement presents substantial growth opportunities for businesses specialising in safety equipment and technology, especially those that can meet the stringent technical and financial requirements. Economic operators with experience in gas detection technologies and relevant certifications are encouraged to participate. Furthermore, this tender is well-suited for small and medium-sized enterprises (SMEs) that can demonstrate capability and financial stability, potentially leading to ongoing supply contracts across UK Fire and Rescue Services, Ambulance Trusts, and Police Forces.

## Notice

West Midlands Fire and Rescue Authority (the Authority) are establishing a framework agreement for the supply of Gas Detection Monitors and associated products for a period of four years. The framework could be accessed by UK Fire and Rescue Services, Ambulance Trusts and Police Forces (and their successors) through direct call off orders. This single-supplier Framework Agreement is for the supply of Gas Detection Monitors and Associate Products to include but not limited to single channel monitors to detect Oxygen or Hydrogen Cyanide, four channel monitors to detect Explosive environments (LEL), Oxygen, Carbon Monoxide and Hydrogen Sulphide and five channel monitors to detect Explosive environments (LEL), Oxygen, Carbon Monoxide, Hydrogen Sulphide and Hydrogen Cyanide. In addition to the call-off orders that will be placed over the four year framework period there are initial requirements identified in the tender documentation that would be ordered immediately upon award. The Framework Agreement will not be divided into "Lots" due to the desire for all three Emergency Services to standardise specifications thereby utilising the same training and operational methods. Economic Operators must be experienced in this field and be able to demonstrate their technical competence. Economic Operators should also have or be prepared to obtain PS5m public and PS5m products liability, PS5m employer's liability and be able to prove their financial stability. Economic Operators that cannot meet the requested turnover of PS1,700,000 must be able to provide a guarantee from either a parent company or bank, failure to demonstrate this will result in a bid being rejected. Contract award is expected to be February 2018 with a go live date of 1st March 2018 (subject to contract signing). Economic Operators are asked to carefully consider whether they can meet the mandatory requirements and whether they could potentially provide an ongoing supply of gas monitors.
