## Summary

NHS Sheffield Clinical Commissioning Group (CCG) has initiated a procurement process for the "Sheffield Crisis Café and Wellbeing Ambassadors" project, aimed at enhancing mental health crisis support in Sheffield, Yorkshire and the Humber, England. The procurement method employed is an open procedure, with the tender period concluding on 14 January 2022. The awarded contract, which commences on 1 April 2022 and runs until 31 March 2024, involves funding of £60,000 per annum for the Wellbeing Ambassadors, while the Crisis Café service was not awarded. Key stakeholders include the NHS Sheffield CCG, based at 722 Prince of Wales Road, Sheffield, with a minimum funding threshold set at £30,000.

This tender presents valuable opportunities for organisations focused on mental health support services, particularly small and medium-sized enterprises (SMEs) and voluntary community social enterprises (VCSEs). Businesses with capabilities in providing counselling, non-clinical support, and engagement with vulnerable populations would be well-suited to compete for future contracts in this space. The two-year initial contract term with a potential two-year extension also opens avenues for ongoing collaboration, making it an attractive prospect for those looking to expand their service offerings in community mental health support.

## Notice

In March 2020, NHS England announced new funding to be made available to local areas to strengthen mental health crisis teams and to provide new alternative forms of provision such as crisis cafes and safe havens. Through the CCG engagement work residents of Sheffield have told us they want an alternative to traditional clinical places to attend in non life threatening crisis situations. Crisis Cafe Lot 1 : This Lot was not awarded - The crisis cafe will deliver crisis support to those experiencing a mental health crisis. - The cafe will allow access without prior arrangement of wait in a safe environment. - A 'hot drink', a 'listening ear', practical support or help to access specialist mental health services (if required) will be provided. - We expect the cafe to be staffed by people with experience, knowledge and expertise in mental health. - The cafe is anticipated to operate 7 days per week opening (as a minimum) between 6pm and 12am (the provider will be expected to evaluate and refine opening times after the first 12 months to align to informed levels of demand) Wellbeing Ambassadors (non-clinical) (Lot 2): - The Wellbeing Ambassadors will support people who are being seen in the hospital Emergency Department or will help people to access the Crisis Cafe. - The ambassadors may also provide support to individuals who are on waiting lists or awaiting a decision over their mental health and ongoing treatment/interventions. Contracts for both services will be for two years with an option to extend for a further 2 years subject to mutual agreement between the Authority and provider. The maximum length of the contracts will be four years. The funding for Crisis Cafe Lot 1 will be PS250,000 to PS300,000 per annum. The Wellbeing Ambassadors (non-clinical) (Lot 2) funding will be PS15,000 per annum. Lot 1 Crisis Cafe Service was not awarded Lot 2 Wellbeing Ambassadors was awarded
