## Summary

The Medway Council is seeking a partner for the development of a website to support the Holiday Activities and Food (HAF) Programme, aimed at vulnerable children in the Medway area. This procurement, classified under IT services, is currently in the Tender stage and is set to close on 2 April 2021. The anticipated contract start date is 29 April 2021, with a total value of £22,000, funding provided by the Department for Education for one year, with a potential 12-month extension. The project will play a pivotal role in improving accessibility to food and activities for children during school holidays.

This tender presents an excellent opportunity for IT and software development companies, particularly those with experience in designing user-friendly booking systems and websites. Small and medium-sized enterprises (SMEs) and voluntary community and social enterprises (VCSEs) are specifically encouraged to apply, as the council aims to foster collaboration with organisations that can contribute to the welfare of disadvantaged children and families in the area. By engaging in this contract, businesses can enhance their community impact while expanding their portfolios in public sector projects.

This requirement is for the development of a website that will interlink with a booking system function for the Public Health Department at Medway Council. The council will launch this new programme that will start in July 2021. The Holiday Activities and Food (HAF) project will require a HAF website to act as the single front door for all children's holiday and food activities that are delivered out of the Medway area. This project has been funded by the Department for Education (DfE), to deliver Holiday Activities and Food (HAF) Programmes for one year in 2021. This specification outlines the requirements of the service, the systems required, timescales along with any constraints/dependencies. The aim of the programme is to make holiday places available to those most vulnerable children by supporting them to access food and activities for free. School holidays can be particular pressure points for some families because of increased costs (such as food and childcare) coupled with reduced incomes. For some children this can lead to a holiday experience gap, with children from disadvantaged families: * less likely to access organised out-of-school activities * more likely to experience 'unhealthy holidays' in terms of nutrition and physical health * more likely to experience social isolation The council is looking to procure an organisation that can: design a new website, that will link in with a safe family friendly booking system which will process the reporting requirements laid out by the Department of Education (DfE). The Contract is anticipated to commence on the 29th of April and will continue for a period of 1 year with an option to extend for a further period of 12 months unless terminated in accordance with the Conditions of Contract
