## Summary

DAI Global UK is seeking a firm to provide transaction advisory, finance and investment support to the BRAVE-IS institutional-strengthening programme in Pakistan. The work is intended to help government institutions turn identified resilience needs into projects that public, international and private financiers can fund. Services include transaction advice and project structuring, including public-private partnerships and blended finance; feasibility studies, financial modelling and economic appraisal; investment pipeline development and project preparation; private-sector engagement and investment mobilisation; and embedded support within federal and provincial government bodies. The appointed firm will work through individual task requests under a time-and-materials drawdown framework, mobilising experts or full delivery teams as required. Personnel will work in Islamabad, Lahore, Karachi and Peshawar, and travel elsewhere in Pakistan when required. This is financial consultancy and technical assistance.

The opportunity suits consultancy firms able to provide multidisciplinary transaction and investment expertise, with access to appropriately experienced specialists across the five requested personnel levels. Strong candidates will be able to structure projects and public-private partnerships, use blended finance, prepare feasibility work and financial models, undertake economic appraisal, and develop investable project pipelines. The firm must also be capable of engaging private-sector investors and mobilising investment, while embedding advisers within government institutions and working effectively with federal and provincial bodies. Delivery calls for flexible capacity to mobilise individual experts or complete teams against task requests, and for locally based personnel. Experience working in Pakistan and across the named cities, with the ability to travel elsewhere in the country, is relevant. The approach must build government capability rather than replace it, and leave usable tools and models with government teams.

DAI Global UK is seeking proposals from firms to provide transaction advisory, finance and investment support to the Building Resilience and Addressing Vulnerability to Emergencies - Institutional Strengthening (BRAVE-IS) programme in Pakistan. BRAVE-IS is a multi-year (2026-2029) technical assistance programme funded by the UK Foreign, Commonwealth & Development Office (FCDO). Background Pakistan is among the countries most exposed to climate and disaster risk.
