## Summary

The Essex County Council has awarded a contract titled "CO0299 Multiply - Lot 3 - November 2023" within the Education and Training Services industry. This procurement, using a restricted procedure, aims to create and deliver training to Essex residents to enhance their numeracy skills, focusing on managing money and building confidence with maths. Target learners are adults aged 19+ without a GCSE Grade 4/C or higher in maths. Key dates include a tender period that ended on 4th December 2023, with the contract period running from 3rd January 2024 to 2nd January 2025. The awarded value totals £159,050, split between Enable East (Essex Partnership University NHS Foundation Trust) and The International Education Group Limited.

This tender offers significant growth opportunities for businesses specialising in education and community outreach, particularly for organisations capable of targeting hard-to-reach groups such as the unemployed, economically inactive individuals, or those recently released from prison. The project encourages partnerships with local community organisations and emphasises innovative and unique training solutions unlinked to previous funding. Small and medium-sized enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs) are particularly well-suited to participate, thereby expanding their impact and reach within the community while contributing to essential numeracy skill development.

## Notice

The purpose of this competition for Lot 3 "Helping people to manage their money and build confidence with maths" is to invite bids to create and deliver training provision for Essex residents who want to increase their numeracy skills in order to improve their ability to deal with everyday life challenges. These could include, but are not limited to, household budgeting, debt management, shopping and price comparison, food preparation, driving and travelling, DIY and home decorating, etc. The provision could be offered as stand-alone modules or bolted on to existing (vocational) courses or support. Eligible target learners are adults 19+ who have not previously attained a GCSE Grade 4/C or higher maths qualification. We would be interested in opportunities that are developed in partnership with community organisations and other partners in Essex and aimed at engaging hardest-to-reach groups, e.g. unemployed or economically inactive people, people on low incomes, care leavers, people who are in or have recently been released from prison. Expected duration of training courses is between 6 to 10 guided learning hours. Substantive learning (formal or informal) is defined as learning being delivered in two or more hours. All substantive learning will be recorded in the Individualised Learner Record (ILR) monthly. Suppliers will need to submit the ILR directly to the Department for Education via IDAMS. Where a supplier is unable to use IDAMS, it should submit via the ILR input tool. Suppliers will need to provide ECC with a copy of the ILR using an ECC template. Department for Education (DfE) has confirmed that Multiply training / learning will not be subject to Ofsted inspections in Year 2 (2023-2024). Outreach activities (a.k.a. non-substantive learning) should not be recorded in the ILR. Instead, the full name, postcode and date of birth should be recorded on a separate return to ECC monthly, which will then be shared by ECC with the Department for Education. It is entirely appropriate for suppliers to collect more information from adults involved in outreach activities to enable them to follow up and market Multiply to those engaged. Proposed provision under this mini competition must be unique and not a continuation of previously funded programmes that have been awarded under this Dynamic Purchasing System (DPS). If a proposal is found to be an extension of previous funding, ECC reserves the right to reject the proposal.
