## Summary

Leicester City Council has conducted a procurement process for the "ASC0262 - Framework Agreements for the provision of Domiciliary Support Service 2020 Lot 1 - General Domiciliary Support in Leicester City," aimed at enhancing local domiciliary support services. The procurement falls under the Light Touch Regime for Social and Other Specific Services and has now concluded, with contracts awarded to a total of 14 providers. The contract period commenced on 29th March 2021 and will run until 9th October 2022, with a potential extension of up to two years, subject to performance outcomes. The total contract value is approximately £83.3 million for the full duration, approximately £23.8 million per annum, located in Leicester, East Midlands. The tender process sought to include small and micro enterprises as well as voluntary and community sector organisations, encouraging collaborative arrangements.

This tender presents significant opportunities for businesses within the health and social care sector, especially small and medium-sized enterprises (SMEs) and voluntary community sector entities. With contracts now awarded, businesses capable of providing high-quality domiciliary support services can enhance their growth through participation in the framework. This is particularly relevant for care providers who wish to expand their operations within Leicester, given that the framework will increase the approved provider list from 25 to 33, providing access to a broader set of service delivery opportunities in a growing market.

## Notice

Leicester City Council ('the Authority') working with Leicester City NHS Clinical Commissioning Group (CCG) invited Tenders for the provision of Domiciliary Support Service 2020 Lot 1 - General Domiciliary Support in Leicester City ('the Service'). The procurement for these services have now concluded and the contracts have now been awarded. The Authority wishes to ensure that its procurement opportunities are open to small and micro local enterprises and voluntary and community sector organisations as it appreciates the very important role they play in the local economy. Tenders from these organisations were particularly welcomed. The Authority encouraged consortium or sub-contracting arrangements for this procurement opportunity. The Authority conducted this procurement under the Light Touch Regime for Social and Other Specific Services, as set out in the Public Contract Regulations 2015, at Section 7 (Regulations 74 to 77) and Schedule 3. The procurement process was not conducted under the Public Contract Regulations 2015; however, it was similar to that of an Open procedure. The Process, unlike an Open Procedure, included the flexibility, as allowed under the Light Touch Regime with various evaluation stages as detailed in the Invitation to Tender documentation. The provision of Domiciliary Support Service 2020 Lot 1 - General Domiciliary Support in Leicester City is an Open Framework Agreement and in this present context, Lot 1 is a list of assessed and approved providers. A list of providers (25) was already in place for Lot 1. This further opening of the Framework was to grow this list of providers that the Commissioner can work with from 25 to 33. Please note that the new 8 providers' ranks on the Framework will be from 26 to 33. The Authority reserved the right to increase the number of providers added to this Lot 1 list during this tender exercise in light of emerging demands during the procurement timeframe. Therefore, 14 providers are anticipated to be awarded a Framework Agreement. The Contracts will be for an initial period from 29th March 2021 to 9th October 2022 with an option to extend, subject to satisfactory performance outcomes and agreement by the Authority, for a further period(s) up to a total of two years to 6th October 2024, taking the contract term to a maximum of 3.5 years. The service is based on current and known funding allocations. These could alter through the life of the contract in light of changes in future local and central government funding. The contract value assigned to this service is PS23.8 million per annum, PS83.3 million for the full 18-month contract period plus the option to extend for a further 2 years.
